Presentation Abstract

EPA’s NSPS OOOOa regulations (2016) require affected facilities to implement a fugitive emissions plan and conduct regular surveys to reduce equipment leaks by June 3, 2017. Affected new and modified facilities include: natural gas well sites and oil well sites; production gathering and boosting stations; natural gas processing plants; and natural gas compressor stations (transmission & storage). All categories except natural gas processing plants have not previously required leak detection programs. This is a large undertaking with many potential pitfalls for facilities who have not previously had to implement fugitive emissions programs. This presentation will outline the regulatory impacts and how to comply with the new OOOOa fugitive requirements.
